Four reasons a paid balance still shows

Timing gap: The notice was printed before the payment finished processing. Common when you file close to the deadline.
Posted under the other spouse: On a joint return, a payment made online by the secondary spouse can remain under that person’s Social Security number and never be transferred to the joint account.
Applied to the wrong year: A payment coded to the wrong tax period leaves the intended year open and parks a credit somewhere else.
Sent by international wire: Wires from a foreign bank arrive more slowly and are matched by hand, so they post later than domestic transfers.

What is different when you pay from abroad

Without a U.S. bank account, your only electronic route is an international wire, and that is where most mismatches start. The IRS requires:

A payment worksheet: The Same-Day Taxpayer Payment Worksheet, carrying the correct tax type code and tax period. An incorrect code sends the money to a different balance than the one you intended to clear.
A qualifying bank: Your foreign bank needs a banking relationship with a U.S. bank. Smaller banks often cannot send the wire at all.
A wire fee: Charged by your bank, and the IRS notes this can make wiring a costly option.

Living abroad does not extend the CP14 deadline

CP14: 21 calendar days from the notice date, or 10 business days if the balance is $100,000 or more. The same wherever you live.
Notice of deficiency: This is the one that changes. It allows 150 days, up from 90, when addressed to someone outside the United States. It arrives much later in the collection sequence.
